NOTICE OF ASSENT VOTING Bylaw No. 627 - Electoral Area Woodchipping and Climate Resiliency Service

On Saturday, October 17, 2026 an assent voting opportunity will be held within:

• Electoral Area B (Cortes Island); and 
• Electoral Area C (Discovery Islands-Mainland Inlets) 

On the following Question: 

Are you in favour of Bylaw No. 627 which would establish a woodchipping and climate resiliency service within Electoral Area B (Cortes Island) and Electoral Area C (Discovery Islands-Mainland Inlets) with costs to be shared on the basis of converted hospital assessments provided that the maximum amount that can be requisitioned annually by taxation of land and improvements will be $0.059 per $1,000 of property assessments within the participating areas.

Bylaw No. 627 proposes to establish a Woodchipping and Climate Resiliency Service for Electoral Area B (Cortes Island) and Electoral Area C (Discovery Islands–Mainland Inlets) to support the collection, chipping, transportation and upcycling of wood waste, as well as projects that help prepare the service area for the impacts of climate change or reduce greenhouse gas emissions. The service would be funded through property value taxes and other available revenue sources, including grants, with a maximum annual requisition of $0.059 per $1,000 of the net taxable value of land and improvements within the service area.

Only persons who qualify as resident electors or non-resident property electors within Electoral Area B (Cortes Island) or Electoral Area C (Discovery Islands–Mainland Inlets) are eligible to vote in this assent voting opportunity.

Mail ballot voting is available to any qualified elector in lieu of in-person voting.

Applications for mail ballots in the prescribed form will be received by the Chief Election Officer until 4:30 p.m. on Wednesday, October 7, 2026. Mail ballots must be received by the Chief Election Officer before the close of voting on Saturday, October 17, 2026 in order to be counted and included in the election results. 

Electors who have been provided with a mail ballot will be disqualified from voting in-person at any other voting opportunity.

If you are not on the list of electors, you may register to vote at the time of voting by completing the application form, available at the voting place or on the SRD website at srd.ca, and making a declaration that you meet the requirements to be registered as set out below:

RESIDENT ELECTORS:

• Canadian Citizen
• 18 years of age or older on October 17, 2026;
• resident of the electoral area for which registration is being sought;
• resident of British Columbia for at least 6 months at the time of registration; and
• not otherwise disqualified by law from voting. 

NON-RESIDENT PROPERTY ELECTORS:

• Canadian Citizen;
• 18 years of age or older on October 17, 2026;
• resident of British Columbia for at least 6 months at the time of registration;
• registered owner of real property within the relevant electoral area for at least 30 days immediately preceding registration;
• the only registered owners of the property, whether as joint tenants or tenants in common, are individuals and, none holds the property in trust for a corporation or another trust;
• not qualified to register as a resident elector of the electoral area; 
• not otherwise disqualified by law from voting; and
• if there is more than one registered owner of the property, only one of those individuals may, with the written consent of the majority of the owners, register as a non-resident property elector.

Persons wishing to register to vote as a resident elector or non-resident property elector must provide, at the time of registration, at least 2 documents as evidence of their identity and place of residence, at least one of which must contain the applicant’s signature. Applicants will also be required to make a solemn declaration before an election official regarding their place of residence.
