On Saturday, October 17, 2026 an assent voting opportunity will be held within:
Electoral Area B (Cortes Island); and
Electoral Area C (Discovery Islands-Mainland Inlets)
Bylaw No. 627 proposes to establish a Woodchipping and Climate Resiliency Service for Electoral Area B (Cortes Island) and Electoral Area C (Discovery Islands–Mainland Inlets) to support the collection, chipping, transportation and upcycling of wood waste, as well as projects that help prepare the service area for the impacts of climate change or reduce greenhouse gas emissions.
The service would be funded through property value taxes and other available revenue sources, including grants, with a maximum annual requisition of $0.059 per $1,000 of the net taxable value of land and improvements within the service area.

Are you in favour of Bylaw No. 627 which would establish a woodchipping and climate resiliency service within Electoral Area B (Cortes Island) and Electoral Area C (Discovery Islands-Mainland Inlets) with costs to be shared on the basis of converted hospital assessments provided that the maximum amount that can be requisitioned annually by taxation of land and improvements will be $0.059 per $1,000 of property assessments within the participating areas.
Who Can Vote?
Only persons who qualify as resident electors or non-resident property electors within Electoral Area B (Cortes Island) or Electoral Area C (Discovery Islands–Mainland Inlets) are eligible to vote in this assent voting opportunity.
Bylaw No. 627 would establish a new service to authorize the SRD to raise funds to cover costs associated with woodchipping and climate resiliency initiatives.
According to Bylaw No. 627 a climate resiliency initiative would be any project that prepares for the impacts of climate change or reduces the area’s greenhouse gas emissions.
All costs associated with the service (if established) would be shared between Electoral Area B (Cortes Island) and Electoral Area C (Discovery Islands-Mainland Inlets) on the basis of assessed property values.
Yes, the maximum amount that can be raised annually through property taxation would be the equivalent of $0.059 per $1,000 of assessed property values within the service area. Had the service been in place for 2026 this would be about $129,234.
Converted hospital assessment is a method used to calculate property values for taxation purposes. For residential properties, hospital assessment is generally the same as the property's assessed value minus property values that are exempt. When ‘converted ’, the assessed value is multiplied by 10% in comparison to other classes of property, which are usually multiplied by a higher rate. For these types of properties, such as utilities and farmland, different calculations may apply. This method helps determine how property taxes are shared among participating communities to fund services for regional districts.
