NOTICE OF ASSENT VOTING | Bylaw No. 643 – Strathcona Gardens Recreation Centre Service
On Saturday, October 17, 2026 an assent voting opportunity will be held within:
- City of Campbell River
- Electoral Area D (Oyster Bay-Buttle Lake)
- That part of Electoral Area C known as Quadra Island
On the following Question:
Are you in favour of Bylaw No. 643 which would amend the Strathcona Gardens recreation facility service by adding that part of Electoral Area ‘C’ (Quadra Island) shown on Appendix ‘A’ to the bylaw as a participant for the service and specifying a cost sharing formula that uses a percentage of the converted hospital assessments of each participant as follows:
City of Campbell River – 100%
Electoral Area D (Oyster Bay-Buttle Lake) – 90%
That part of Electoral Area C known as Quadra Island – 80%
Bylaw No. 643 proposes to expand the Strathcona Gardens Recreation Centre service area to include Quadra Island, as a participating area alongside the City of Campbell River and Electoral Area D. The bylaw would amend the cost sharing formula for the service as shown above.
Only persons who qualify as resident electors or non-resident property electors within the City of Campbell River, Electoral Area D (Oyster Bay-Buttle Lake) or that portion of Electoral Area C known as Quadra Island are eligible to vote in this assent voting opportunity. An elector is entitled to only one ballot for an assent voting question, regardless of the number of properties they own within the applicable voting jurisdiction.

MAIL BALLOT VOTING
Mail ballot voting is available to any qualified elector in lieu of in-person voting.
Applications for mail ballots in the prescribed form will be received by the Chief Election Officer until 4:30 p.m. on Wednesday, October 7, 2026. Mail ballots must be received by the Chief Election Officer before the close of voting on Saturday, October 17, 2026 in order to be counted and included in the election results.
Electors who have been provided with a mail ballot will be disqualified from voting in-person at any other voting opportunity.
ELECTOR REGISTRATION
If you are not on the list of electors, you may register to vote at the time of voting by completing the application form, available at the voting place or on the SRD website at srd.ca, and making a declaration that you meet the requirements to be registered as set out below:
RESIDENT ELECTORS:
- Canadian Citizen
- 18 years of age or older on October 17, 2026;
- resident of the electoral area for which registration is being sought;
- resident of British Columbia for at least 6 months at the time of registration; and
- not otherwise disqualified by law from voting.
NON-RESIDENT PROPERTY ELECTORS:
- Canadian Citizen;
- 18 years of age or older on October 17, 2026;
- resident of British Columbia for at least 6 months at the time of registration;
- registered owner of real property within the relevant electoral area for at least 30 days immediately preceding registration;
- the only registered owners of the property, whether as joint tenants or tenants in common, are individuals and, none holds the property in trust for a corporation or another trust;
- not qualified to register as a resident elector of the electoral area;
- not otherwise disqualified by law from voting; and
- if there is more than one registered owner of the property, only one of those individuals may, with the written consent of the majority of the owners, register as a non-resident property elector.
DOCUMENT REQUIREMENTS
Persons wishing to register to vote as a resident elector or non-resident property elector must provide, at the time of registration, at least 2 documents as evidence of their identity and place of residence, at least one of which must contain the applicant’s signature. Applicants will also be required to make a solemn declaration before an election official regarding their place of residence.
