Bylaw No. 643 would include Quadra Island as a participant in the Strathcona Gardens recreation facility service and establish a cost-sharing formula that differentiates between the participants based on ease of access to the facility. Please see FAQ’s below for further information.
Bylaw No. 643 proposes to consider participant support to amend the Strathcona Gardens recreation facility service by adding part of Electoral Area C (Quadra Island) as a participating area, as well as amending the financial allocation structure.
The SRD Board commissioned a regional recreation study to investigate whether any SRD communities had reasonable benefit and functional access to an adjacent recreation facility. As identified in the consultant’s report, Quadra Island was recognized as receiving benefit from Strathcona Gardens, and Electoral Area A was identified as receiving a similar benefit from the Kelsey Centre in the Village of Sayward.
Any costs not recovered through user fees and other revenue streams at the Strathcona Gardens are proposed to be raised through property taxation according to a formula which compares a percentage of assessed property values in each area as follows:
City of Campbell River – 100%
Electoral Area D – 90%
Quadra Island – 80%
What this means is that property values would be discounted by 20 per cent for Quadra Island while other service participants would see a smaller or no discount.
Assuming that the bylaw is supported and Quadra Island becomes a participant in the service, the average home on Quadra Island (based on 2026 assessed property values) would be charged approximately $460. The value of each residential property would determine the exact amount payable.
