About the Project
The Strathcona Regional District is developing a Parks and Trails Plan for Electoral Area D (Oyster Bay - Buttle Lake). This plan will guide future improvements and investments in parks, trails, and active transportation, with the goal of creating a well-connected network of park spaces and movement corridors.
A key component of this plan is the integration of an Active Transportation Network Plan to improve connections between key destinations with the goal of enhancing accessibility and mobility for all residents and visitors.
Project Update
In August-September of 2025, we gathered your input to help us understand what matters most to the community to ensure the delivery of parks, trails and active transportation meet the community’s vision. We hosted an in-person open house, held a pop-up outside Discovery Foods in Oyster River, held a series of workshops with interest-holders and hosted an online survey.
Based on the feedback received, we have developed a proposed Active Transportation Network Plan (ATNP) for Electoral Area D. Development of the ATNP also includes identifying one priority project to be advanced to a ‘shovel-ready’ stage. The Parks and Trails Plan is a long-term planning document that will guide future improvements and investments in parks, trails, and active transportation in Electoral Area D (Oyster Bay - Buttle Lake).
Active transportation—such as walking, biking, and rolling—is increasingly recognized across Canada as a key component of healthy, sustainable, and connected communities. Communities of all sizes are investing in active transportation to:
Improve public health and well-being
Reduce greenhouse gas emissions
Enhance accessibility and mobility for all ages and abilities
Support economic development and tourism
By including an Active Transportation Network Plan, the Parks and Trails Plan will align these broader goals while improving connections between key destinations and enhancing accessibility and mobility for everyone.

The project is being led by the Strathcona Regional District, with support from planning consultants LEES + Associates and Bunt & Associates.
Your input will help shape the vision, priorities, and recommendations in the draft plan. A second round of engagement will be held to review the draft and gather additional feedback before finalizing the plan.
Yes. After the initial survey and workshops, a draft plan will be shared for public review and feedback in a second round of engagement.
